Executive Orders, Congressional Action, and the Autonomy of the District of Columbia

Executive Orders direct federal agencies, not local governments directly. They cannot dictate how the local D.C. government must act, and they cannot change D.C. laws. However, Executive Orders can direct federal agencies to act in ways that impact the local D.C. government, as well as other stakeholders of local government.
