A permanent U.S. resident who is fluent in many languages and knowledgeable about D.C. history contacted us when she was denied a tour guide license because she was not a U.S. citizen. Checking the regulations, we found to our surprise that they require citizenship, which is plainly unconstitutional. After we threatened to sue, the District agreed to eliminate that requirement, and in December 2008 the revised regulations were published.
