Most D.C. passed legislation gets reviewed by Congress before becoming law. Under the D.C. Home Rule Act, civil bills have a 30 working day review period and criminal bills have a 60 working day review period, beginning on the day such act is transmitted by the Chairman to the Speaker of the House of Representatives and the President of the Senate. Any Member of the House or Senate may introduce a qualifying joint resolution disapproving a D.C. law any time after the law has been submitted to Congress and before the expiration of the review period.
