We filed this FOIA lawsuit in May 2011, seeking reports issued by the CIA Inspector General concerning the treatment of war-on-terror detainees. We knew of six such reports, but we learned through this case that there were eleven. However, the CIA withheld all of them, in full, and argued that they were all properly classified.

In July 2012, the court directed the CIA to deliver the documents for the judge to inspect in chambers. In September the court found that 10 of the 11 reports were properly withheld; the court remanded one to the agency for a “more thorough determination of whether any of the information in the report has already been officially acknowledged.” The CIA then sent us a less redacted version of that report, and the court dismissed the case. We did not appeal.
