The Human Resources (HR) Generalist provides exceptional human resources and operations support to the various departments of ACLU-DC. Under the supervision of the Chief Financial and Operations Officer (CFOO), this role is responsible for managing the full scope of human resources for the organization, including hiring, benefits, employee changes, compliance, as well as direct involvement in labor relations, collective bargaining, and contract administration.
The HR Generalist is a first point-of-contact with staff and the public. They respond to general inquiries, as well as inquiries from within the organization, redirecting to the appropriate department as necessary. The HR Generalist is responsive, organized, detail-oriented, and enjoys providing support to busy program staff.
This position is open to candidates with a range of experiences. Those with less HR experience may be classified as an Associate, with a pay range of $75,000-$88,000, depending on placement in our compensation policy and salary scale. More experienced candidates may be hired directly as a manager with a pay range of $85,000-$95,000.

Human Resources Functions

Partner with hiring managers on recruitment, candidate screening, scheduling, hiring and onboarding.

Coordinate Employee Handbook reviews and updates as needed.

Maintain integrity and confidentiality of human resource files and records.

Administer employee benefits and Open Enrollment in collaboration with the CFOO.

Assist in in training managers on human resources policies and procedures.

Provide support for performance, including goals, evaluations, and improvement plans.

Partner with management on execution of position management (promotions, supervisor changes, transfers, discipline, terminations, etc.)

Uphold workforce compliance, including but not limited to: workers comp, unemployment compensation, FLSA, EEOC, ADA.

Partner with Finance to ensure time sheet completion and corrections as well as maintain the accuracy of DC payroll laws, tax-related data, and benefit costs and enrollment

Maintain employee onboarding and exiting tasks in accordance with DC laws and regulations.

Other Personnel functions as directed by the CFOO.
Labor Relations
- Provide support and participate with Employer Bargaining Committee in preparation for and during union negotiations, including working with outside labor counsel.
- Assist in preparation of and give feedback on Employer Bargaining Proposals; attend bargaining sessions and management caucuses, as needed.
- Ensure compliance with collective bargaining agreement (when finalized), including creation and implementation of manager training.
- Support the bargaining team during and in preparation for negotiations.
Operations and Office Management
- Respond to general inquiries via phone, email, and mail, and forward requests and questions to the appropriate department as needed.
- Serve as a point of contact with building management regarding use of office suite, including reservations of conference rooms or other office spaces.
- Perform office duties, including managing the mail, maintaining office supply inventory, and providing administration services including scanning documents, copying, filing, and document preparation.
- Maintain, update, and secure hard copy and electronic filing systems
- Implement efficient and effective filing procedures observing all confidentiality restrictions.
- Assist with setting and enforcing office management and organization operation policies in conjunction with organization leadership.
- Contact and interface with vendors, customer service, and contractors as necessary.
- Assist with preparing agendas and supplemental materials and supplies for meetings, including Board meetings.
- Contribute to a positive and welcoming workplace culture.
- Support the administrative functions of the office under the direction of the CFOO.
Education and Experience
Required
-
2-4 years of broad human resources experience.

Demonstrated experience in proactive problem-solving and good judgement in a dynamic environment.

Experience with Microsoft Office applications.

Bachelor’s degree.
Preferred
Highly experienced candidates possessing the qualifications below may qualify for placement in a higher pay grade and classification as HR Manager
- 4-7 years of broad human resources experience.
- SHRM, HRCI, or PHR certification
- Knowledge of labor relations.
- Experience in a wide range of technology applications, including SharePoint, Asana, BambooHR

Supervisory Responsibilities
This position has no supervisory responsibility.
Work Environment
- Organization is hybrid. This position is expected to be on-site 3-4 days in coordination with CFOO.
- On-site environment is a professional office.
Travel Required
- Occasional travel within the DC-area may be required.
Physical Demands
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
Work Authorization/Security Clearance Requirements
